Under the Provincial Nomination Program Citizenship and Immigration Canada has given authorities for certain provinces to select candidates for immigration under their province.

Quebec comes under this special category as they select immigrants who are subjected to Quebec’s selection criteria in addition to Federal Medical and Security clearance. For undergoing process in Quebec they have to pay extra fees. And those applicants cleared the Quebec’s selection criteria need not to be cleared by Federal Selection requirements and vice-versa.
