Yes it is allowed but the process has many hardships and the duration of waiting may extend even up to many years. Initially you should apply to the United Nations High Commission for Refugees (UNHCR). You should be able to prove that you will be economically successful in Canada. You must also prove that you will not be safely settled in the country where you are residing currently. You will not be allowed to have lawyer at the time of interview.
