Does Canada accept refugees from U.S.A?

Since December 2004, the Canadian government does not accept the refugees entering to Canada from United Nations through land. They do not accept the claim of refugees of those people. But it does not suit for the children below 18 years of age, women and the persons with disability. The government approves the refugee claim of the people residing inside Canada no matter from where they arrived. Similarly these rules do not apply to the refugees in the Canadian airport even though they came via United States.
